As everyone was talking about, I also have the Fascinate with the

Hardware version: i500.04; model number: SCH-I500; Firmware version: 2.1 -update1; Baseband version: S:i500.04.

However, after reading about everyones update success, I have tried checking for new updates to get the DL09, but my phone is still at V.DI01.

...Can anyone explain to me why my fascinate is not updated yet??

Reboot your phone then go to Settings > About Phone > System Updates

If you don't get the update that way, go to a VZW store and they can flash your phone with the update directly.

I ended up calling some VZW stores but apparently they don't
do flashes....so instead gave me a tech support number.

After all that bs the lady basically told me that i haven't
received the OTA upgrade because they send the upgrades
in a three week span. Supposedly everyone
who has not gotten the upgrade will get it within 2 weeks...

But thanks for the help.

Seems the 'lottery' is in place so if a major error occurs, everyone won't be affected.

If you went into SETTINGS | ABOUT PHONE | SYSTEM UPDATES | CHECK NEW what happens? Do you get a message after about 10 seconds or so about "No new software update available", or does it take alot longer than that, and come back with some other error message? My phone would not have gotten the update even if they pushed it out, Samsung had delivered some bad phones that would not get the updates, and if you call Verizon Tech Support, they can check your ESN against a list they have of phones that were affected.
 This may or may not be your problem, if it comes back with the no updates available pretty quickly, then you may just have to wait for the OTA.

Yes that's exactly what they said. That they sent them
out in clusters so that it would not affect everyone if error
was to occur.

When going to Check For Updates, it immediately responded saying
no new updates available. So I guess that eliminates any phone flaws
and I'll just have to wait and see if the OTA comes through.
