I have my Fascinate without a data plan. For those asking how, Verizon does allow no data plan if you do pre-pay and I believe you can use the phone with other carriers that allow it. You can also CDMA Workshop it.
My 3G is disabled, I have no APN configured. Everything works perfectly fine. The problem arises when I try sending a pic via text messages or when receiving. When sending it keeps the message in Pending and never seems to send and show the delivery date/time. When receiving, I receive any text portion, but it says Downloading forever.
I checked my old clam shell and there was a wealth of info about the MMS and SMS message settings:

I know some people like to disable mobile data to conserve battery so this would help them too. I use wifi at home, work and my girlfriends house.
I noticed with her phone that if I disable Mobile Data, 2.2 lets you do this, she would get the same issues I get. Once I eneable it again it works fine. I also noted that Media Hub, the app, seems to do something in the message delivery and receiving. When I stopped the service in the app settings for her, it never came back on. When I sent a pic message or received one on her phone, it immediately went back on and was in the services section. I'm guessing it uses this program to send MMS messages and maybe I need to edit this app's setting to send in another manner.
